DQ2 - 805 puzzle

I need some help figuring out the puzzle in section 805 of Heart of Fire. I'm pretty sure the solution is one digit for the number of rotations you have to make in each of the three rows, but since I'm pretty sure you can't rotate them to match the shape in the lower right I'm not sure what to do exactly. I would really appreciate any help on this.
EDIT: Figured it out, have to rotate them to make a solid ring around the center and add columns, not rows.
