Yes, it is a two act story - and Raiders of Dune Sea is the same.

You have partly answered my question. I thought that Act 3 was missing from my book. There are only 2 acts? Act 1 in the front cover and Act 2 in the back cover?

I'm not clear what you mean. There are only the two maps in the inside covers. I don't know of anyone who has created maps of the actual quests. Which one are you stuck on?
